As confederate player, first time ever i saw USA issue the emancipation proclamation in ongoing game. Usa is loosing on the field of battle big time but managed to capture Memphis spring 1863 and voila- abe has done it.
My question is why do new brigades pop up everywhere in next turn really dont understand.. are they supposed to be new volunteers , the 'last full measure'? Are they supposed to be all freedmen rushing to arms or what? Feels like cheating with all the free units, but i believe it is to reflect some historical course of events right? Which events in particular would that be? Really my situation aint desperate i play first lieutenant difficulty, USA power +3 but the yanks are butchered all the time and my army is big enough anyways. I repell nearly every assault with my current forces and think i can't pay for more brigades. Comments?

Also i find it strange that i can conquer Kansas and the far west without any interruption from usa troops, AI could need some tweaking here! Hope there will be a patch or addon to fix this!

Edit: I would have preferred if the depleted population levels would have been replenished instead of getting free brigades?!

In your example the US has chances to get Freedmen in DC. What the CSA gets are the volunteers you described. They represent the radicalisation of the war or if you like the "last full measure".

Concerning Kansas: The AI stays close to the Mississippi and around Kentucky/Tennessee because there are more VP's to get.
