A couple random questions... (Hemajor, stay out)

1. The manual is fairly clear on what needs to happen for replacements, yet these conditions do not always seem to work. Are there other replacement conditions that need to happen?

I have two units on a quiet non-malaria island that need replacements, there are 45K supplies there, no enemy nearby, and plenty of armaments/manpower in the pool. These units have no fragments anywhere on the map, and are completely whole. One is a tank unit stuck at 38/38, the other an infantry. Anything I might be missing?

2. What is a typical A/C loss rate for each side by early '43? Can you report your aircraft losses total on each side by this point in the war, as PBEM? I am curious if my losses are higher, about normal, or lower than normal at this point in the war, and also for my opponent. I'm playing Japan, it's 4/43, and I've lost about 10K vs. 7K on the Allies side. I think I am probably behind there where I should be. The gap is widening, it's about 2 to 1 most turns these days, with alot of A/C destroyed on the ground.

2.  Much of your losses depend on whether you're playing stock or a mod and the style of play you and your opponent have.  One of my PBEMs is in Apr 43 and most of my losses are on the ground.  There comes a point when you just have to withdraw your air units or they will be destroyed on the ground.  I've abandon Rabaul for that reason.  I was holding my own there until, during one raid, my CAP refused to fly.  I lost about 400 planes on the ground and never recovered.  I withdrew to Kavieng and flew LRCAP for awhile successfully.  Unfortunately, I never was able to repair the port and airfield damage.  Eventually he hit Kavieng and destroyed another 100 planes on the ground there.  I've given up air control over Rabaul and the surrounding area.  Losses to date (23 Apr 43) are 9767 for the Allies and 8915 for the Japanese.
