Red carrier (Admiral Kusnetsov) has 3 E-2C Hawkeyes assigned to it.

Yes, and always has. This is one of the old stock scenarios, not part of the new database, and I believe the scenario designer was probably looking to emulate the Yak-44 by substituting the Hawkeye.

It may have been a competitive even-out issue, too. To give the Red fleet some recon assets. If that plays as the AI side, the AI needs help, especially in Recon. If he can't find the opponent fleet, he never launches a strike.
