I am unable to do amphibious move but I have intiative and I have the capacity.

See where it says 75/6? Each INF unit uses 2 amph cap to invade - so 4 INF need 8 total and you only have 6. Move one more TRS to that sea area and you can invade.

Actually, assuming you are trying to invade the isalnd off the coast, what you are really doing wrong is sending 4 brigades to do so - 1 militia and a leader is adequate.

That's correct. To move Butler and the 4 Inf/Mil that are attached to him, he needs 16 capacity. To invade Roanoke Island with that force he needs 5 more transports ships in the sea region that the island is in.

Also correct. If he detaches three of the four units that Butler has, then he has enough capacity to make the invasion.

Important fact to remember about planning amphibious moves: you can detach troops from a leader with amphibious initiative without any effect. However, if you attempt to attach a unit to a leader with amphibious initiative you'll lose MPs and possibly be unable to invade.
