I am playing Showdown at Hlusk in East Front, version 1.03, PBEM. My fixed units (the Partisans) are being fire upon and will not release. Two of the fixed units are disrupted. Are they supposed to be released after being attacked?

I have a screen shot and a file if that will help. Forgot to mention, the screenshot was taken in my turn after the replay, I am the Soviets. Thanks in advance.

It is a current PBEM game. Where can I send the file and password? Didn't want to give my opponent any tactical advantage, lol!
