I have noticed that Britain doesnt make me guard the french fleet enough, and conversly when i am Britain France doesn't guard its fleet well enough.

This is something that has been brought up previouly as origionally the French would start the game with ALL fleets except Holland in Brest with a garrison of 1 inf. England with almost no army (1 corp) is plenty to land, capture the city and force the entire French navy to evacuate the port where Nelson and the entire british fleet send them to the bottom of the ocean. Through the workings on the AI the French pay a little more attention now but is still in works to have a more active notion of protecting fleets.

These are known issues and I've coded this already for 1.04 where they are a bit smarter than they used to be!
Based on my testing, if I were France then I would protect my fleet a little more in versions 1.04.xx!
