The editors are for (1) scenario, (2) map, and (3) order of battle. As I read this, the order of battle editor allows you to put together an order of battle, which is precisely what the OOB editor does. This doesn't say the game provides a unit editor. The "and editing" seems like surplusage. In any event, it doesn't say, "and unit editing." The way I read "and editing," it means that once you've created a scenario, a map, and an order of battle, you can go back and edit the scenario, map, and OOB files you created.
