what happens after that?
Is the force lost or can it retreat back to the fleet?
Do the fleet need to be IN the harbor or is it ok even if it stay put in the seaprovince?

i think they retire to the naval force, that must be in the sea zona adyacent to the land province.

yup they will retreat by sea (unless I've sent J.E.B Stuart's Cav Corps to take care of business. Then they are off to a Southern resort every single man )

An amphibious force defeated in a land battle, that has no other retreat option, will retreat to the nearest unblockaded home port provided there is a friendly fleet with at least one naval vessel in an adjacent sea province. Note that the latter will also act as a supply source for a landed amphibious force in a neighbouring land province.

Ironclad do they go all the way back eg when I defeate Feds in New orleans (solo game) I get a message Feds retreated to Annopl err Androp ... Maryland!

Now in a PBEM case would the fed player be able to divert the reteating forces and drop them off in say Willmington, or, once beaten and withdrawing by sea can they only go back to Marland.

No you can't divert them, its automatically your nearest (unblockaded) home port, no matter the distance and its the same for PBEM and normal games. So Annapolis often remains the return point well into the game.
