Two part question, first for staff, second for others.

I am making a mod of the game to tweak a few things. I was curious if there was any way to change the following things:

-Is it possible to edit which regions can be fortified at different levels?
-How do you assign initiative to units on the map for the opening turn?
-Is there a way to edit a region's allegiance? i.e. make Knoxville a union territory, so confederates get partisans if they dont occupy it
-Is there a way to edit promotion points or promotion delay?
-How does population work? If i increase a regions population, is that permanent or does it go down as its 'used'
-Is there a way to set/edit the draft delay?

Part #2 . In the mod I've made the following changes

1. Start in April 61, with very few troops and leaders. The union has historic levels of troops, by region, in the 'pipeline' per the 75,000 man call up, so they will be available in May 61.

2. I have combined east and western generals to all be in the same pool. All generals are defaulted to washington or richmond. I'm not sure I like this yet, but the idea was that whether a general served in the east or west shouldn't be predetermined.

3. General Changes:
I have removed Jacksons -1 army modifier, and reduced his defense to 3. He starts in Harpers Ferry with 1 militia.
R.E. Lee begins as Theatre commander in the east
Twiggs begins in Texas
Cleburnes army mod is reduced
Beaugard starts in Charleston with 3 militia and 1 artillery. His attributes have been reduced.
The early lack of USA troops causes a lot of partisan damage (i.e. baltimore)
I have reduced a lot of leaders command ratings. The idea being they have to earn battlefield promotions.
I have modified many leaders to be available earlier, at lower rank and lower command points.

4. Dispositions
Union -
St Louis - Fremont as TC, Lyon in charge of 2 militia
Frederick - Patterson w/ 1 militia
Washington - Scott as TC
Cincinatti - McClellan with 2 militia
36 militia in pipeline
Confederate -
Harpers Ferry - Jackson w/ 1 militia
Norfolk - Huger w/ 1 militia
Manassas - Bonham w/ 1 militia
Galveston - Twiggs w/ 1 militia
Charleston - Beaugard, Bartow 3 Militia 1 artillery

My question is
1 thoughts for improvement and
2 any help or insight anyone has on dispositions of men and leaders.

Yes, add fortbuild,2 in the regions file.

I think this is hardcoded.

You can set an area's control in the regions file, however I'm not sure if it will work while Kentucky is neutral.

Yes for promotion delay (leader file), but no for promotion points.

You can change the population of an area, which determines how much gets generated each turn (in regions file).

-Is there a way to set/edit the draft delay?

Don't think so.

okay, i dont mean to be a pain but i need a little clarification

With a little expiramentation I see its not possible to set Fortbuild,0.. but you can set Fort,-1 to make it require two uses to actually get a fort
Would this effect combat? (having a -1 fort value)

You can set the control, but what I want to set is nationality... to make Knoxville a union region by default. Setting it to Player_U works, but it shows a partisan unit beacuse its nationality is still confederate. Is there no way to change its nationality?

-edit nevermind i figured it out, i can just make that region part of another state. not a perfect fix, but it will work!

Again... you can set the delay in the leaders.txt to a certain month/year. I understood this to be when they are available for activation. Is this wrong?

As for the fort you'll have to test it out to see what the impact of fort -1 is (try Manassas on turn one and attack it). As for the leader activation, the time is not only the activation time but also when the unit will be set to the rank in the database (thus the promotion delay if on the map at start).
