This is going to be in the next patch- but consider that this is not WW2 and the abilities of the Navy to support recon ops or seaborn cav raids was not significantly present in this war. If you hit the beach it is without scouting. While some may argue a time factor- the capabilities were not then available to support this idea. Certainly not at Brigade level- the lowest level of this game.
