How is this supposed to work? I am speaking of the mere presence of enemy units, not their quantity or strength.

Enemy units which border my territory are sometimes visible, sometimes not. Enemy units adjacient to mine are sometimes
visible, sometimes not. This in a game begun as 1.24 then resumed as 1.23.

In my experience you can always see units next to your units or your territory.

That is not my experience.  I am being overrun by invisible armies.

Which side are you and which units are invisible?

I am CP in PBEM.  As to which units are invisible, I can't be certain. I see the little yellow arrows as the turn processes and I see the hexes change sides, magically, in effect.
I can see some Serbs lurking on the southern edge of AH, but I can't see the Italians advancing from the West.
I get the message "Krakow has fallen etc" , yet there's no one there (should be Russians).  And I had troops adjacent.  I attack a Serb in Gallipoli that I know is there, but can't see.
Have saves, if desired.

It is my understanding that any enemy combat unit adjacent to a friendly hex should be visible.  True?
HQs, I think, are always invisible.

I have experienced the same thing in my recent game. As the French I advanced into Germany in the first couple impulses and felt quite comfortable not seeing very many German units around. Then "Wham" I was counterattacked by a whole swarm of German corps from hexes I knew (or at least thought were vacant). A similar thing happened to my Russians on the Eastern Front. On a couple other occasions I have advanced into hexes which are shown as vacant and as soon as I do so Enemy units (and not just HQ or artillery) suddenly appear. When I "cancel" the move the enemy units become invisible again. I actually did not know this was a bug, I thought it was just Fog of War. I didn't mind it too much either as simlar "surprises" happened in the real war from time to time, such as the German victory at Tannenberg.

By yes, I mean of course, no.  I was too hasty.   I looked at the wrong file,  Units appear in Krakow on a later turn.

I have the same thing going on in the east. I'm not able to actually see the troops, but my arty knows it's there because I can shoot the invis hex. I can also move troops there and see the enemy in the same hex. I do that and then just cancel the move as a cheap form of recon.

I've got a bigger issue though, so I don't really mind this one.
