I was playing a random game and the enemy unloaded an infantry unit from a transport into a city owned and occupied by me:

I saw that behavior once in an AI game I played. I can't remember if it was a random game I created myself or a player created scenario I downloaded. I think it was the latter. Anyway, on more than one occasion in that game me and an AI player occupied the same city at the same time. I've not seen that behavior since but then I've been almost exclusively playing PBEM games lately.
