Lets see if anyone has seen this.

Playing Fr, on hard AI. Defeated Pr and as usual they did not surrender till their entire field army was gone and I had Berlin for a few months.
Then somehow, the PR won control of Tripoltania and rebuilt their entire army down there, leaving nothing to guard Berlin.

Since BR still controls the seas, they are out of reach of Nappy.

That's happened before. It's not a bug per se, but it's been hard to track down.

It happens a lot less now than it used to, that's for sure. I remember beating Britain as France and havingthe entire British Army in Gibraltar...

If you have a save, post it here or to Mantis and Marshall will take a look at it.
