This is not an observation exclusive for 1.30.

When you have spent diplomacy points in the strategy phase there is a "(1)" after the countries in question. If you exit that screen and enter it again those numbers are gone. Is this a pure cosmetic thing or are the diplomatic poins forgotten?

This is a bug, not a cosmetic issue and it occurs in the earlier versions of the games.

My first 4-5 games of GoA I never seemed to get any diplomacy die rolls regardless of which side I played because I always "doublechecked" my diplo point expenditures just before sending my turn off.

Couldnt figure out why Italy would DoW me 3/15 as the CP but then when I played the TE Italy would still be neutral by 11/15. Couldnt figure out why the USA would DoW me as CP in 1/16.

Then I saw, as you did, that when you doublecheck or triplecheck your diplo point expenditures the (1) after the country you spend points on disappears.

Best thing to do is to save youir diplo point expenditures for the vey end of your strategic phase and then send the turn to your opponent.

I noticed the same thing. When i first played GoA PBEM, I was learning the game and the interface, and I often double and triple-checked things to make sure I hadnt missed anything before i completed my turn. Anyway, I started to realize that my diplomacy wasnt getting any results, and eventually I put 2 and 2 together and realized it was because I was revisiting the diplomacy window after I had allocated points.

I have sometimes wondered if R&D works the same way. Its probably a statistical fluke, but sometimes I seemed to get little additional research from my point allocation, and I was thinking it might be due to revisiting the R&D screen.
