I am in Great War, turn 22. When I maneuver to commit an action - attack, I am getting no indication on my 'right click.
I can move a unit 'single' or 'group' per right click OK. It's just not allowing an attack. I've read again your scenario - looking for caveats of cease-fires or some indication of activity suspension, but found none.
Please advise.

If no attack button is available then either you've used up all your movement for that turn meaning no attack is available or your attacking into a hex that doesn't allow it i.e. river marsh etc. I don't know the specific scenario so I hope this helps.
