How come when some countries are at morale 0 they don't surrender? I find this confusing.

Two reasons, one, morale losses have to exceed the national morale value, not equal it so 0 is still okay. Two, only one major power surrenders in a turn, whichever one is worse off. The reason for that is the possible morale boost from the collapse of an enemy power. France for example won't surrender if Germany packs it in that turn even if its morale had fallen below 0 that same turn.
