1)Is there any major differences between the Mercenary created by the IPA Quiz and the Mercenaries that i hire?

2)The mental abilities and physical parameters of the created Merc can also be increase when train by a hired Merc right?

3)How many Mercs can i create in the game in total?

you don't have to pay for him, and you get to pretty set up this Merks stats/skills

same learning as other Merks

I would say one, unless you mod the files
