i found similar issue with napoleon at war only i can deploy garrison at start citys for the german not in conquered citys.
the pool of units have 3 subs and 3 land units cannot deploy the subs cause wilmenshaven and kiel are with units in reps and cannot deploy any subs in france that have already conquered 2 years before and cannot deploy land units cause there are first to deploy the subs in the quewe
having place for deploy land units why cannot get it to deploy?
all units i mention are ready for deploy

In the force pool, left click the first unit in the queue to sent it to the back of the queue and deploy something else. For garrisoning I think it is just fair, if you conquer a city and enter and have no other units nearby you might get countered and enemy recapturing it. But the unit that killed the defender can enter the city hex anyway, so there you have one defender. Make sure you have some backup nearby in addition.
