Game orginaly played OK, Started a new game and lost ability to produce some units in some cities.

Example:
Cairo- lost ability to build both arty types
Springfield - can only build supply or factories
Chicago- can only build supply or factories.

All production, manpower #, etc appear to be correct

I did not notice this when I last played about 1 month ago. Started a new game today and problem appeared. Only changes to system were Windows XP updates, CA anti-virus updates, and update to video driver- Nvidia 6.14.11.7824 dated 10/7/2008.

Orginlal install- DLed 1.0 and DLed 1.03 update. Worked as expected.

I uninstalled game today, deleted folder, reinstalled and can duplicate problem.

Playing 1.03 updated through the game update link on a fresh install of 1.0

Version 1.0, can build all items as expected in union cities. Upgrade to 1.3, loose production items in several cities.

I have tried installing from the CD as well as the DL file of 1.0. Have used a DLed version of 1.03 as well. Same results.

Not praticial to rollback video driver. Any ideas or known issue?

One more note. Opened an old autosave game from the last time I played and everything is as expected. Can produce units as expected. Only appears to happen with any new games

For some reason, all 3 Unitdata files have been modified to include the following build restrictions. Can remove them and problem goes away. No idea why this happened to begin with nor why it would happen on a clean install/upgrade to 1.03. I have not installed any mods and deleted all the old files before reinstalling.

Any ideas why upgrading to 1.03 would cause this? Especialy as it happened months after the game was installed?

Yes, the 1.030 patch added various build restrictions that were not in the original game. These were intentional changes based on player feedback. You've found the data file changes that cause these rules to be in place.

This is in the readme:

Rule Change – Production of certain unit types are now limited to certain states. They are as follows:
Artillery and Heavy Artillery – Only allowed to be built or repaired in New England, New York, Pennsylvania, Ohio, New Jersey, West Virginia, Virginia, Georgia, Alabama and Texas (represents artillery brought in through Mexico).
Cruisers – Not allowed to be built or repaired in Pennsylvania, Maryland, New Jersey.
Ironclads – Not allowed to be built or repaired in Pennsylvania, Maryland, New Jersey, New England.
The computer AI will try to abide by these restrictions. In addition, there may be some cases where units are sent to areas for repair that are not allowed, but when this happens, repair will be possible.

Cannons are now only being built where there were facilities existed historically to build them- neither side built new foundry plants during the war- they simply expanded the ones they had. They also didnt expand much on the existing rail lines.  This had to do more with the cost of building new infrastructure which meant foreign investors, rather than a lack of materials or resources.  The US Railroads were pretty much funded between 1842 and 1862, with British and French investment money- real serious investment money, percentage wise,  came from Europe.
When the war started the Euros were no longer willing to risk investing the necessary capital to build more infrastructure-In fact many investors watched as the war destroyed their existing American investments.  The Americans wisely decided it would be simpler and cheaper overall, to just expand existing transportation networks and industrial areas.

This historic limit is the reason why the non foundry areas are dropped out of their production states regarding the manufacture of certain items- such as Artillery and Ironclads.
   IN regards to cannon production- it brought the production limits on cannon manufacturing into line with the real historic capabiliities.  Personally I think there is a bit more minor tweeking to do with some of this- but we are very close to the real abilities that existed at the time.
 
Also when you read the read me files you will see that Texas is allowed cannon building ability- this is to reflect the strong cannon importation, especially from the French, through the Western Region. The ability to produce southern Ironclads in the coastal port cities is both because of naval boiler and plate manufacturing abilities existing there and the importation of naval cannons from overseas into the ports.
  Discussion abounds on the amount of supply being produced by both sides and it may be that the costs of some things- such as Forts and depots -may be increased at some point.
