Why did the whole divsion become reorganizing?HQ has never been attacked at all.I don't know whether it's because the HQ unit didn't pass a communication check.So could you tell me what you think about it?

As in an entire formation? There are a couple of reasons for this;

a) Shock level. If shock is below 100 it represents a chance for each and every formation in the force to go into reorganisation at the start of each turn.
b) Heavy losses. If the formation as a whole took very heavy losses on the preceding turn, it may cause the formation to go into reorganisation.

What a pity!However,I still found it in the manual of TOAW III,do you mean that communication check have some problems or been cancelled already?

I found some explanation in the manual,

"Individual units and entire Formations may be unavailable for orders (reorganizing) at the beginning of a Turn due to enemy
Electronic Warfare. Individual units may be unavailable if they fail Communication Checks, and Formations are more likely to
be unavailable if a significant proportion of attached units fail Communication Checks. "(Page 22)


It that the reason why entire formations unavailable for orders?

Well,I'm sure this is what I want,

"Units of Formations failing a Formation Quality Check at the beginning of a Turn are considered to be Reorganizing and will
only be available for non-combat orders. They will accept all other orders, and they will Defend normally, but are not available for launching Attacks or Bombardments.
"
