Ok so after owning this game awhile i install it and play with the tutorial....i am enjoying myself but am having difficulty capturing state capitals i have the capital surrounded no seige option...also how do you launch amphib operations...thanks for your help

You can only capture the capital and gain control of a state if you control the provinces between your territory and that city. So, for example, the USA can't besiege Richmond and take over Virginia unless it also controls Fredericksburg (or has some other land route to Richmond).

As for amphibious operations, you put a division/corps/army into your fleet by clicking on the former and then mousing over the fleet until you get the big, white arrow. Then you send the fleet to the coast you'd like to invade. Then you right-click on the fleet to open the attachment box listing all of the units, and then select the division/corps/army. While this is still selected you mouse over the land, and there should be an "unload" cursor. Click on the land and your force invades. Just be sure to keep a fleet off the coast in order to provide supply.

Gil,

Q: Can a fleet off the coast providing supply be busy say blockading or must it be inactiuve to provide supply?
Q: Can one ship provide unlimited supply or is there a target number?

Ships definitely provide unlimited supply, since they abstractly represent a supply line back to friendly ports.

As for your first question, I think that supply isn't provided by a blockading fleet, but am not certain. (It's been a long time since I tested amphibious invasions, so I'm rusty.) Perhaps someone else knows?

Any friendly adjacent fleet will do (it doesn't have to be inactive so can blockade too)- provided its got at least one vessel.
