I think it's an error when I lose gunboats after the army they are assisting retreats because they lose the battle. I sometimes lose them as "alone in enemy territory" even though there is adjacent neutral or friendly river. I have also lost an empty fleet traveling from Boston to the Atlantic outside Norfolk when I had fleets with ships in that sea province while the enemy had no ships in any of the ocean areas. This is is an error, isn't it?

Are you playing with version 1.10.10? That changed it so that gunboats retreat if possible from a province with only enemy units. Both land and fleet containers are lost if empty and in a province with enemy forces; other friendly units present do not alter this. Blockade runners count as well so one of those may have been responsible for your fleet loss.

I am using 1.10.10. My fleet was lost when there were no Confederate ships in the region, but the PBEM flashed by so quickly it's possible a runner was in the area. But I still think it needs correcting if a runner can make a fleet organization (what is a fleet "wrapper" really anyway) disappear, especially when I have three frigates already in the area intending to go into the wrapper.

Yes, its tough when it happens; the only answer pending a rule change is to make sure an empty container has at least one unit present before it sets off on its travels and to take care if reorganising forces within range of the enemy. Even then battle outcomes can result in containers being emptied. I hadn't realised about the threat from runners until an empty fleet of mine disappeared. Btw the runner only needs to pass through the same province not just remain there.

 I cannot be sure there was a runner in the sea area, since the replay flashed it by so quickly (PBEM game). And even if true I would consider it an error in the game.
