I haven't seen this yet. It say fort level X, 108%. Why did it not build the forts up one level?

Possible the engineers stopped for a beer, sadly the game mechanics keeps the # going up until the beer is finished.  wouldn't want them to stop drinking and work now, might cause a mutiny!

Usually that glitch irons itself out and the fort will increase to the next level shortly.

This usually happens when say you were 96% progress towards building a level 4 fort from level 3, an enemy attack reduces your current fort level from 3 to 2, and next turn you now see that you are 108% towards building a level 3 fort. Remember each higher fortification level requires more "engineering points" for its construction than did the preceding level.

In your case, with 108% built, you will increase your fortification level next turn.

Ah - because the base is damaged... somehow the repair routine and the damage routine crossed up... check and you will see stuff is damaged still.

My guys at Yunan have been giving 124% for a while now. I could really use the extra forts ... This is a stock game.

BTW - i expect the fort level will go up once repairs to the AF, etc. are made...

As for other folks who encounter the problem WITHOUT having their base damaged: as mentioned, usually, the fort level will go up after a few turns... rarely it will still stay stuck.
