I've noticed a tendency for armies not to move, even with the initiative option turned off. I've also noticed that if I reload a game and end the turn again, they will move sometimes. I had a particular occasion where it took three turns to get Grant to move from Vicksburg back towards Tennessee. I finally got so frustrated, I kept reloading until he finally moved the third time.

What causes this to happen? Is there any way to prevent it?

Do you check the unit history button (or whatever it's called)? That should say what happened. (Unless I'm confusing FOF and COG:EE.)

It could be weather-related, or seasonal, or simply a bad dice roll.

Season does make a difference. Does the unit's (or container's) level of organization have anything to do with it? I always win as CS, but have problems playing as US - one of which is that armies (or corps) which are "Disorganized" or "Rebellious" seem stubborn when it comes to moving them around, even in good seasons.

My reading of the rules was that you had to turn on an option to allow a chance of armies not moving.

But that doesn't seem the case.  I don't play with initiative on, and my armies still seem to have a chance of not moving.

Am I the only one who finds it slightly amusing that a poster with an avatar of George McLellan, the most passive army commander of the war, asks why armies sometimes don't move?

yep, command and supply taking into consideration the season. Winter is always bad.

Good post!! I can never get that guy to move. But, when he actually does, good things usually happen.

So even with all the options about this turned off, armies still have a chance of not moving.  Interesting.

I'm not sure that's the case.  I had begun to keep track of when armies failed to move and thought it had something to do with forts and river provinces, but I couldnt' quite guess the pattern.  Armies do, however, get stuck in provinces with forts (especially the forts in Louisiana) and usually must siege them to get out or move "backwards." 

Again, though, anecdotal.
