Neither France nor Norway are surrendering when all VP cities have been taken. Even after multiple turns.

In the case of France, have you conquered Netherlands and Belgium yet? This was the cause of France not surrendering in one of our earlier RtV-games.

With the addition of those French VPs and the new North African ports and transport through the Suez (haven't figured out how that works yet, though), the whole North African theater becames a whole lot more interesting in ToW.

Did a 1939 campaign as England and USA and Franc against the AI. 

The AI walked around Paris and did not knock it out and get Vichy until mid 41.

By mid 43 the entire Axis had been knocked out and there was no more war against anyone but the game does not stop. Will it just continue with all at peace ?

If there are two coalitions left, they may go to war with each other, even if they had been allies, such as the Comintern and the Western Allies. In my game the USSR has defeated Germany, Italy is on the ropes and my Reds are getting ready to invade the British Isles. Or you can just total up the VPs owned by the survivors and declare a victor.
