I want to have empty scenari. Scenari without units.
I want to scenari empty, which would then adding individual Japanese or American units, eg. several Japanese ships or another units to the island Saipain and a few American ships or units to the island Midway. In this way might be easier to learn and get to know the game. Any existing scripts containing units! How do I create a blank scenari?

You can do it!

#1 Use WitP-AE editor

Select scenario (for example full scenario) and then save it to some slot bigger than 25 (first 25 slots are reserved). Then use the WitP-AE editor to delay all units (9999) and select the size of the cenario (upper left x,y coorinates and lower right x,y coordinates).

Then you manually select all units you want using Witp Editor!

The bad thing is that you have to manually click and click and click...

Use WitP-AE Loader

Do just as in #1 (see above) but after you save the scenario extract the data via WitP-AE Loader and then use Excel to enter 9999 into ".csv" files en-masse. After that save the .csv" files and use WitP-AE Loader to input that data into scenario files onece again.

Then you manually select all units you want using Witp Editor!

To 4-9 all units just look under 'Tools' for each screen(Ships, AG and Location).
