My AI allies have an annoying tendency to park their planes in my cities and next to them! It's annoying normally, but in the game I'm playing I've invaded Britain and they have had the "Home Guard" event so there are a few meager troops that popped up very close to London. Unfortunately one of my allies has decided that I should defend London port with one of their air force!

While not crippling, I have seen similar behaviour. The Italians decided to park most of their airforce around caen preventing me from easily defending the coast. Not sure why the air is there, they don't do too much that I can tell.
