I know spoilage occurs on land bases but does it occur on ships, specifically on disbanded ships? As the Allies I'm thinking about filling up all my oilers, tankers, and some cargo ships with fuel and supplies then sending them to Pearl and disbanding them. Then when I need an AO to tag along with a task force it's already filled and ready to go.

15.7 covers spoilage.  it only occurs at bases.  If a ship carrying cargo takes damage it will lose some of it's cargo, this is not spoilage however.  Tried to post a table with spoilage figures but the board will not allow formatting with spaces. The formula is in the manual for figuring spoilage limits.

I recall that in Real Life the local commanders, worried there would be spoilage if they unloaded transports at their bases, kept the ships at anchor for weeks/months thereby a) reducing spoilage at their own little base b) increasing the global allied shipping shortage.

It's nice that AE encourages such behavior <G>

in witpstaff, in logistics tab, then industry tab it shows all spoilage currently happening
