Singapore is not building fortifications?

Hi AE Team,
I'm not sure who particularly to address this to, but I have yet to see Singapore building any fortifications. It starts at 0 forts and 10% building. There are 66 engineers and 10 engineer vehicles at the base but after several turns there has been no buiilding progress. This isn't the only time I've seen this. I've started scenerio #1 twice and scenerio #6 twice. I believe this has happened each time. Am I doing something wrong or is it a game problem? Thanks.

are the units that have engs in combat mode?

Repair takes priority. You might want to turn off repair of urban infrastructure.

Singapore starts scenario 1 with 50% of port damage. Don't know about Scen 6, but it could well be similar. This damage needs to be repaired before forts can be built. To the best of my knowledge there is no way to disable this. You can see the port damage level on the base screen. Once it's at zero, forts should start building assuming presence of engineers in combat mode.

This is unrelated to repair of shipyards, resource centers, etc. However, if any of those are damaged you would want to shut off those repairs anyway, as you are spending YOUR supply to fix something YOUR ENEMY will soon have.

Why Scen 1 starts with port damage at Singers, I can't say. However, my guess is that the scenario designer wanted to model the historical lack of appreciation for the threat to singapore, and deliberately wanted to delay the point at which fort building could start. Again, that's just a guess. But it is definite that there is port damage at the start.

Thanks Guys,
I turned off and then back on the build forts button. I also found that indeed, the repair infrastructure options were on (an oversight on my part). I turned them off. All engineer units were in combat mode. So I hit the end of turn button and... Singapore added a fort and was 30% towards #2 fort. I'm guessing it was the infrastructure repair. Thanks for the help.
