Don´t know if my hint could be helpful for you or if it is already known....Whatever, here i go...

If you execute Witp with the command line switch -mew then you can activate a little ingame editor if you press
CTRL + M simultaneously on your keyboard.
Please select an empty hex before you press CTRL+M !

With the keys 0-9 (see helptext at the bottom of the screen) you can change the value of each hex (if you plan to integrate a new map).
CTRL + E toggles the create road / erase road modus.
^ creates/erase a road in NW direction.
! creates/erase a road in NE direction.
@ creates/erase a road in E direction.
# creates/erase a road in SE direction.
$ ceates/erase a road in SW direction.
% creates/erase a road in W direction.
CTRL + S saves the modified hexes finally to disk (pwhex.dat).

An amazing revelation, you often hear questions about how to build the Burma Rd or ALCAN Hwy during the war.

Makes a bit more sense with the picture.

I might give this a bash to add a few transport links as they historically are completed.
