I cant figure out a good use for these things, I suppose they make decent raiders and convoy escorts but their worthless AA suite makes them nigh useless in the main fleet. Also with their weak armor they aren't much good in a fight which make me a bit cautious to use them in the Raider role.

anyone else figured a use for these?

I use them as TF command ships for Amph and Repl TF's.

SCTF for the Aleutians.  Same for SOPAC.  I don't like them for escorting carriers.  And they will take damage from CD when in an Amphib group, though that is better than the transports getting hit.

One per convoy on your long range convoys. Insurance in case a Japanese AMC shows up. Japan starts with several and at least two start way out in the Pacific right on the convoy route.

I've actually had very good results with the Omahas in surface warfare TF's.  Their numerous 6" guns and torpedoes make them excellent DD leaders, and they've got enough range to escort long distance convoys in hazardous areas.  Sure their AA suite isn't so good, but few Allied ships have good AA at the start of the war anyway.

Anti-transport SCTFs... Tons of places to use them too: SoPac, SWPac, CentPac and DEI (though you should have plenty of British/Dutch CLs to take care of the DEI). I usually stick one at a small island that I know my opponent will attempt to take, but unimportant enough that it likely doesn't merit CV support from his side to take it. Nanumea, Ocean Is., Baker Is., the area around Guadalcanal and Shortlands early on.
