Why cannot move units near french border?

Playing the Grand campaign as Germany. All the units near the french border have instead of action points "FRZ".
Why is it not possible to move them or to attack with them. Germany is at war with France and France has already killed a unit. So why must my units wait to be slaughtered?

I did not find any explanation in the game manual.

The game uses this mechanic as a way to prevent ahistorical movements. For example if you were playing as France you would see all your North African units treated the same way in order to prevent their evacuation to France to help defense there.

I agree that the German forces facing the French should not be frozen. I think if the German wants to fight Benelux, France, and Poland, they should be able to do so. Or as a compromise I'd like to see either

a) German units in the west are able to move, but have reduced efficiency until 1940

or

b) If a French unit becomes adjacent, the German unit is no longer "frozen"


Edit:

I wonder if it's possible to prevent disbanding units? In spite of the French NA units being frozen, I disbanded them all and got enough PP back to buy some "real" units in mainland France. IMHO if France did that in real life they would instantly be faced with revolt and a drop in national morale which would eat up any benefits and more.

I guess the devs wanted to simulate "La drole de guerre"? That is the fact that in the winter of 1939-40, no shot was fired in the west, or almost none. There was no action from either side until may 1940. Maybe this could be made an option instead of being kind of mandatory? I do not find the idea bad myself.

I move one panzer corps from Poland to Saarbrucken at the beginning of Turn 1, and overrun Luxembourg during Turn 2. Thus the Maginot Line is flanked, and I can move infantry corps that are surplus to requirements from the East to feed into the breach.
