Is it better to have the Navy ships escorting a Assault TF fire in the landing phase gunfire support phase or is it better to have them be a bombardment TF and fire in the bombardment phase before the landing phase? Please, no history, just game.

You need both. The Bombardment TF bombards everything, warships in the Amphib TF suppress enemy coastal defences that would otherwise fire on the landing ships.

Warships in the amphibious TF tend to draw more of the CD gunfire from the transports.
