With the -w parameter being used, I can no longer scroll the map north and south.

The -w mode does have some problems on some computers. It's there as an unsupported mode for folks who may have problems with the full screen mode. In general, run full screen - we support that and you can always Alt-Tab or Ctrl-Esc back to the desktop.

In the future, we may put in the development resources to make the -w mode fully compatible, but for the present it's mainly for debugging, troubleshooting and curiosity. :)
