On the group patrol leves screen/order bord - If I don´t allocat complete all 100 %, i. e. only 80% - what will the rest 20% do?

And please, someone explain what "OOB" stand for?

Any left without a mission will rest. So in your example 80% do the mission and 20% stay home and rest.

Also oob stands for Order of Battle...

So why there is a additional setting (current rest) on the group patrol leves screen/order bord?

A listing of military units, often with equipment, location and other relevant information.

OOB (in this game) tells you what units either make up a larger unit or are attached to a unit. In the real world it means what units were in a battle, or made up a larger unit, ie a list of units that were in the 3rd army.

TOE (table of organization and equipment) list the men and equipment in a particular unit.

Setting a unit to 'rest' forces them to do so . Not setting any 'rest' value can result it the a/c being used during a turn E.g emergency CAP. Or at least that's how I read it.

It really depends on the selected mission, as example a fighter with "escort" selected , if you set 30% CAP and 30% Rest, then 40% of the planes (the unallocated %) will fly as escorts if there are an appropiate mission in its range.
