Sparky,
They have to be docked inside the port at Nomea, not sitting out in the harbor.  Also, it takes about 52 days (give or take) depending on amount of damage for them to reach Pearl.  I timed it once about a year ago but my memory is not so good these days.  But I think 52 days was about average.

52 days?!?

Page 57 of the manual:
Once ships have been committed they will reach Truk, Brisbane or Noumea after a suitable travel time (at least 11
days from Japan, and 19 days from Pearl Harbor depending on the speed of the ship; slower ships may take a few days longer).

I can't see why it would take two and a half times longer for the trip back.

As far as I know the time that is need for a damaged ship to reach PH is the time needed to repair the ship which means after the time the ship is completely repaired and available at PH to be send back to Noumea.

Manual detailed time estimate is for Ships out of PH ( in good nick ).
Longer time equates to ships back to PH ( damaged ).

Makes reasonable sense to me.

Nice to know they can only go back via Noumea and they need to be docked though. The latter makes sense. The former ?
