the toggle was removed, better say replaced with something else (can´t remember what). But the number of torps fired was never influenced by the toggle anyway, subs always fire full spreads at their targets in WITP and AE. The toggle only made IJN subs to attack merchants less often.

This has nothing to do with Sub Doctrine. They fire that way because the weapons are set that way in the ship class.

Then the drill might be to reduce the number of tubes artificially in the editor.

A mod could be done in which the tubes are defined independently (one tube per line) instead of grouped.  That would reduce the number of torpedoes fired at each target.

Wish all subs (not just Japanese ones) didn't fire off a full spread at small targets... Should be a way of modifying/limiting their fish use

be careful what you wish for. If you look at the bad hit rate of subs in both WITP and AE then you will soon find out that your subs won´t hit anything if they only fire one or at best two torps at each target. The hit rate of sub launched torps ingame is something around 10-15% I guess. Speaking about torps fired at merchants. What was the hit rate in real life?

Ingame the subs fire 4 or 6 torps and 1 or sometimes two torps hit a merchant out of those salvoes that hit. But there are a lot salvoes missing completely.

US torpedos I can well imagine as they were crap until well into '43,  but IJN fish were very good, fast and efficient.  The problem was with the Japanese sub doctrine & their crews training not to go after 'unworthy' merchant ships & tankers,  not with the technical equipment...

I am not sure about the IJN sub torps being that good. In "War on Our Doorstep: The Unknown Campaign on North America's West Coast" by Brendan Coyle there are several instances of unreliable torps experienced by the IJN I-boats. Case of torpedoes exploding halfway to the target, failing to explode etc. It seems that early in the war the IJN submarine force also had poor torpedoes thought they seemed to have fixed the problem more quickly than the USN. The author also makes reference to the I-boats carrying "old" torpedoes in their initial patrols.

The book is interesting as it mentions many of the attacks by the I-boats on Westcoast shipping which tend not to make it into many WW2 naval books. His main focus is the Aleutian campaign but he does cover the rest of the NA campaign.

Torpedoes require a lot of maintenance to ensure they work properly.  Old stock are more likely to have problems.  I think both sides had problems with old stock munitions not working right in the first month or two of the war.

I know the Asiatic Fleet found their AA shells were mostly duds because a good number of them were 10 years old or older.
