Japan units
79 infantry rgt [80 experience] and 80 infantry rgt [80 experience] make 40 bde [80 experience]
78 infantry rgt [80 experience] and 20 recon [90 experience] and 40 bde [80 experience] and 20 engineer [50 experience] and 26 fa [50 experience] make 20 infantry division [56 experience]?

28 division with 2 80 experience infantry rgt makes a 48 experience division. maybe more.

is this correct?

Not entirely sure what the question is? If it's about the Div Exp then probably, but without doing the maths. I read somewhere that when you recombine more elements are added than are present in the broken down units, something to do with Div support. Whatever is added would be at a much lower exp level. I my be wrong.

You are wrong. 1 infantry division has nearly same stats but fa unit lower experience than 20 division [45 experience] but when combine 1 division you get 77 eperience for division.
