First question:

The Manufacturing Plant development - is this cumulative? It says reduces the time to produce various units. Does only one work per city? I ask because I noticed one of my cities has three of these but it does not seem to be able to produce units 3 turns faster than elsewhere.

Second question: can developments be voluntarily destoryed or removed? If so, is there any benefit to doing this? (for example, do you get some labor or iron back, or what have you, in your stockpiles?) More over, if you can do this, is there any downside to blowing up some of the more critical developments in a city before it is captured? (other than you having to rebuild them if you retake it at a later date).

Manufacturing centres are cumulative and no you can't destroy your own buildings. If you want to contrast the effects look at Boston (with 3), New York (2), Philadelphia (1) and Harrisburg (0). The rate is one turn less per MC so the overall rate depends on the normal build time for the unit concerned eg three MC reduce infantry from 4 to 1 and artillery from 8 to 5.

I don't remember the idea of destroying one's own buildings ever came up back in development and testing. While from a gaming point of view I can certainly see the value in blowing up key buildings before the enemy takes over, I don't think it is historically realistic -- I can't see the Confederates burning Atlanta themselves as Sherman approached, for example.

There is a difference between burning public buildings and burning peoples homes. When the CSA vacated Atlanta they destroyed the powderworks and the rail yard. During the evacuation of Richmond simular steps were taken to deprive the invaders of useful infratructure.
