Yes you get to make grand strategic decisions. On your own as to when and where to attack, what to research, what to produce, assign leaders and utilize diplomatic points for coups and exerting pressure on minors. There are also events that get fired where you have to decide a course of action vs an alternative course of action. There are no ratings for the county leaders as they are represented in abstract so to speak by the AI or the human playing that country. You assign leaders to divisions and corps. They have a leader range that allows them to effect other units within range. Some have "created" HQ units using division size units, assigning a leader and keeping them behind the fighting units, exerting their combat bonuses to units within range. There is no specific Army Group leader other than how I described above. There may be an officer purge event for the Russians, but since I haven't played as the Russians I don't know for sure. Again not having played as the Russians I'mnot sure what other human players do about Finland. I have not played a game yet where the Russian AI hasn't demanded the border territories from Finland and Romania. Sometimes it leads to war,sometimes it doesn't, depending on the minor country response. Hope this helps. In spite of some issues that are well documented in other threads, this is still a good, fun, addictive game. Others that have actually played as the Russians may be able to answer some of your questions better than I.
