I know it was discussed and I tried to find the thread.
But have there been any more thoughts about Finland? It seems rather gamey to just draw a line and say the Fins can't cross it. What about the Russians going the other way?
Besides the Fins in winter, are units rewarded for their special abilities? Say Mtn units in the Mtns? Or is the hex scale to large

I thought the same as I wanted to attack using Finnish forces.  After JAW explained what happens in a little bit of detail in a thread, I'm happy with what Gary is doing.

From memory it goes like this.

1) Yes there is an line which Finland can't attack over, but if Soviet don't man that line with units.  Finnish units can move across that line, but not attack Soviet units they meet.

2) Once Leningrad falls, only then can Finnish units attack Soviet forces.

3) Soviet forces can attack Finnish forces if they wish, either over line or not.  ( Can't remember this bit exactly, so I could be wrong.)

4)  If Soviet forces cross the attack line, then Finnish forces can attack to push them back to the line. ( Can't remember this bit exactly, so I could be wrong.)

Yes, this is correct. Finnish units may not attack south of the "no attack" line as long as Leningrad is controlled by the Russian player but may move across the line if the Russian fails to garrison it. There is another line further south and east beyond which Finnish units may not move even if Leningrad falls to the Axis player. This "no move" line is the counterpart to the "no move" line in the south that prevents non-Finnish Axis Allied units from moving north.
