If you view the Allied (ai) side (naughty!) you can see that the units do not appear for the Allies - they only seem to fight if attacked. Even so, I have garrisoned this base heavily, just in case the units in limbo could be made to attack by the AI. If you have problems marching from Chungking (as the game thinks it is a contested hex), make sure that units marching out the base have another Japanese held base as their destination. Oh ok I didn't know that, I didn't bother to search the board about the militia, but somewhere I read if the garrison was not occupied then the militia would be raised throughout the country, or maybe im wrong I haven't checked the manual on it yet.
