I have a feeling this was noted sometime in the past, but I can't find it now....

A ceded province should be conquerable by a third nation that is at war with the current owner, and I know this works at least sometimes, but I have run into a case in which it can't be done.

GB (AI) defeats France (AI), takes provinces. Prussia (human) goes to war against GB, marches into ceded French provinces, but can't besiege the capitals.

I know that in other cases, conquest of this kind could be effected by dropping a garrison or positioning a corps in an unoccupied provincial capital. I'm not sure whether or not I've been able to besiege an occupied capital in other cases, so I don't know how specific the bug is.

Is this a known bug, Marshall, or do you need an example?

Playing with this a little more, it appears it will let me besiege a GB garrison in a non-capital city in a (formerly French) ceded province. So perhaps it's interpreting the attempt to besiege a capital garrison as an attempt to garrison a French capital in violation of forced access rules?

Did a test game. Russia, Prussia and Austria human players.

Scenario 1: Russia DOWs Austria, Prussia DOWs Russia. Austria surrenders to Russia, cedes W. Galicia, Russia garrisons. Prussia moves into W. Galicia, besieges, no problem.

Scenario 2: Russia DOWs Austria, Prussia DOWs Russia AND Austria. Austria surrenders to both. Russia takes W. Galicia, Prussia takes forced access. Russia garrisons Galicia, Prussia moves in, CANNOT besiege.

N.B. If Russia does NOT garrison, Prussia can drop a garrison, and effect conquest that way. Prussia can also effect conquest by leaving a corps in the area of the ungarrisoned capital. However, Prussia cannot move a corps into the ungarrisoned city, even if there's room.

So the bug seems to apply only to the "move into city" button, whether one is clicking it in order actually to move in, or to besiege.

It also seems to apply to temporary access. That is, if Prussia goes to war with Austria, gets a surrender, but doesn't take forced access, no siege is possible in Russian-owned Galicia until temp access expires.

Submitted three distinguishing sample situations as Mantis 630.
