I've forced supply into some but not all the bases...

Set Soerabaja add supply to zero as it was still pretty high, in your game Soerabaja is the one base that does not need the add supply because it is the largest base. The other bases were set too high so I reduced and ran 1 turn and every base in java now has 3 x it's requirement, not a single yellow or red exclamation mark to be found. Soerabaja now has 50k+, Batavia 32k+.
