Any fluctuation in the time taken for a given point on the surface to return to its previous point of reference for "day length calculation" purposes would, ipso facto, be identical to that for any other point. The only way to make an earth day shorter is to speed up the earth's rotation. This hockey puck doesn't say anything that makes sense. And the only way to make an earth day longer is to go out, get hammered, pick up an embarrassingly stupid, ugly woman and marry her. Yer days will get REALLY long then. Which raises the musical question, "What a difference a day makes. Twenty-four little hours."
