To: The people of Spain
Subj: Naval actions

We, the people of France have on several occasions suggested a peace between our nations with minor admittances to be made by Spain. We demand satisfaction due to the ways this war was started. But this has been rejected by your leaders.

So, no matter how much we desire peace, we see no other way but to fight Spain on land and on sea to force your leaders to accept a peace. It is with sad eyes as we have to take part in sinking your fleet as these lads never attacked our forces in the back but simply kept out of the war, however as the leaders of Spain refuse to reason there is no other way but to inflict losses to the Spanish war machine in any way possible.

The Sultan is somewhat dismayed at how Austria's money supply continues to grow even while under great duress. Perhaps Emperor Matto has pigeons that pass gold droppings. Either that, or Austria has a (some?) closet bakers. It must be a very heavy burden to maintain massive support for a decaying empire.

The most reasonable and generous offers of peace have been spurned by Austria-the war shall continue until Ottoman victory-

I just noticed the intelligence reports which noted a "slaughter" rate of well over 400 for both Austria and the Ottoman Empire. It would seem strange that all those men died for nothing. There must be some change to the situation to justify 6 years of war along with the resulting carnage.

The war shall continue until a reasonable adjustment to our frontier is agreed upon.

At the risk of sounding Captain Obvious, I would say it depends on the situation. If everyone actively works together to keep GB in check, then I'd say yes; otherwise it just takes up mobilization.

Should be greater benefit to a fleet in being strategy. Maybe big hits to colony income if you don't have a navy above a certain strength. Some effect to the colony defense/attack formula other than Colonial Warfare upgrades would be nice as well.

My perspective on the GB/Everyone else naval balance is that the better a job France does in preserving it's fleets the more paranoid GB has to be. During the one game we finished the one thing I was really watching for and part of the reason behind my attack on Spain when he canceled our alliance was a joint naval attack by Spain/Russia/France on GB.

As far as scuttling your own fleet to prevent if falling into enemy hands goes... should probably be some big National Morale/Glory penalties associated with it, even if it is a good dirty trick.

Discovered something about the game that simply does not seem right tbh.
Is the Spanish Corps in Paris set to avoid combat?
The reason I ask is because I too have 2 divisions in the area+my city Garr, and the presence of those two Spanish divs is blocking my entire income..Sounds wrong in so many ways tbh as Spain does not control the province, nor are they the only military units in the area...

BTW, my dear Emperor Matto-one little question. I can't help but to wonder how is it that Austria's moral climbs so quickly with half the country under occupation. I understand if you can't answer until the end of the game, but please enlighten me when it is over. I suspect its from aid via closet allies giving large amounts of luxury goods, but would like to know-eventually.
