"rest/training" for land units

If a land unit not involved in combat has reached 100% preparation points, does it gain experience (up to the national limit) only in "rest/training" mode, or also in "combat" mode?

I know that a unit with engineers and/or support must be in "combat" mode for those engineers to repair or build, and for support to do its support thing.

Is this a binary choice for a unit behind the lines? That is, the player either gets use of the engineers and support devices, or gets increased experience towards the national maximum? Not a complaint, just curious.

a 100% prepped unit also trains in combat mode, as I've understood it.
