Im of the opinion that Allied experience is too low in 41 esp for ship crews & leaders and to a lesser extent air crews . Both sides had no combat experience so needed to weed out inferior commanders however boosting them would make combats feel like 43. (and yes i ran some quick tests)

Any suggestions for Sea

Is the 5"/38? over -rated , are the Japanese DD guns or Long lances under rated ? Cruisers and CV seem ok.

For air

It would seem bumping the durability values of aircraft a small amount may work as the zeros and betties seem to be a fraction too Vulnerable . Is there a way to re-introduce the zero bonus instead or do we need this represented by low air crew experience and them learning ?

Agree with you but I think the  main problem is that the allied ships that come early in the war increase the exp to slowly. 5/38 is not to powerful it was the best dual purpose gun of the war. Check Juans Mod for the stats he did they look interesting. Aircraft its an open debate from the editing i did the balance is very difficult to find.

A lot of what makes Allied AAA more potent than Japanese is the accuracy ratings. For your typical Allied AAA is around 90. The Japanese 25mm is 33. Not hard to see why Japanese FLAK hardly ever hits anything and why Allied FLAK massacres incoming raids. If you are wondering the AAA guns do not use the ROF to model accuracy, its an abstract. RoF for the 25mm is around 120 rpm practical, for the 20mm Oerlikon its about 260 rpm practical.

In the AAA role, the 5"/38 did reign supreme. This came mostly from radar guidance and excellent proximity fused rounds. And it was a good gun for anti-surface warfare as well. Unfortunately its a DP gun, so getting the accuracy right for AAA and ASuW is tricky...figure the game has it balanced fairly well.

Ironically, if radar was modeled in completely where the fire controls were actually on the ships and functional, you could simply use a guns surface accuracy rating (which would be the ROF like the SP guns) and the radar model would be able to kick in for the increased AAA accuracy. It's a pipe dream though, we have to work with what we have.

Its not really the AA but the 5"/38 as an anti ship weapon ... It has a 200 accuracy with poor crews in 41 it is average but if i bump the experience it becomes an Anti ship machine gun.  Im not saying its  a bad gun but 4-5* the shells hitting the enemy as a Japanese gun with 40-50 accuracy is not good.
