In Options, "Allow colonization and mining stations in other empires systems" - I have this option unchecked, yet other empires are doing both in some of my systems. Not positive, but I think maybe when two empires send colony ships at the same time to a system, they are both able to colonize. It should be immediate, when the first empire colonizes everyone else is shut out.

No, not a bug.  Just a misunderstanding of what it does.  This option specifically refers to the behaviour of colonization ships and mining ships under automation for your empire.  It still allows others to do it to you and you can even do it to others but manually.

Thanks. Are you sure? It should be an option to keep other empires out of your systems. It's bad enough that they colonize systems in "my space". Just my opinion, of course!

That would be artificial limitations; unless there is a sort of star system shield. If it was a law then it would be one sided. Why should the other care of your law. Maybe they "claimed" it with a scout.

If two empires colonize in the same system it can cause lower relations with them, just as you are bothered by it. If you don't like them as neighbors then buy them, threaten them, or war them.

I understand and even agree with what you say. The issue to me is that it would be a nice "option" to be able to set where empires couldn't colonize in other empires systems without going to war. I don't really see the point of have an option like this that only limits the player. I could make a "house rule" for that.
