Ok im at a loss

Im trying to force upgrade some of my squadrons.
What I dont understand is that sometimes even when the option is "turned on" I cant upgrade the squadron, since nothing seems to happen when I press the button.
For the record the latest I tried with is in los angeles with 180k supplies and air HQ in same Hex

16.2.3 on page 257 fully explains Air upgrades. Its worth 10 minutes.

If it seems like it should work, the airframe you are looking to upgrade to may be delayed, which prevents immediate upgrade.
